I missed Gen13 when it first came out, but from what I’ve heard it sort of sounds like Banzai Girls from your description. So what I want to know is what made Gen13 so polpular when this comic isn’t liked by anyone? Is it because it was so over the top while this is just exploitive?

Gen13 wasn't as exploitive as Banzai Girls, and it actually had plot, stories and characters.
Nothing brilliant mind you, but for the target audience of teenage boys, it was enough.
It was also funny, and better drawn.

I do have to say, if you're looking to get a feel for Hine's run, the previous 3-issue arc featuring the Violator was a lot better, but even it still felt weirdly anticlimactic in the end.
