I think he's mentioned in a letter column in an old issue of Adventure I have somewhere. Then he was brought into canon in Grant Morrison's hysterical origin of the Legion Clubhouse. Basically the original clubhouse is Fortress Boy (seen in the background there) with amnesia. As noted we saw the post-Crisis AFOB during the late 90s Archie Legion.
