Because Marvel knows most Americans barely know their states, let alone start pondering about our president-voting-less, under-power-of-the-congress island’s flag to compare it to some short lived version of Captain America. B’sides, I’ve always thought Captain America’s costume is but a nibble away from being Puerto Rico’s flag, anyway.

Because the real Captain America, Steve Rogers, is about a decade away from Hal Jordan-like resurrection and vindication. The idiots running the title right now don’t know anything about the character or the ideals it stood for. It’s fitting that he has a territory’s flag on his chest.

Also if you notice the STAR on his chest is straight up and down. The star on the flag is tilted to the left.

First Costume:
I think that the rippling pectorals and abs being used to show a flag rippling in teh wind is tacky.
I like the darker coloration though, I think it ads a sense of gravity to the character. Yeah it does look like the Puerto Rican flag. So what, its a good loking flag.
But a pistol? That just seems…wrong…somehow. And why a man again? Why not a girl? Or a group of people? Captain is a gender neutral rank
Now, in regards to Puerto Rico. Personally, and as a Citizen of the US and a Californian, I think it would be great if Puerto Rico entered the union. Perhaps the situation is more complex than it seems, but it appears that they would gain the right to vote in country wide elections, and still maintain their autonomy. Yes taxes suck, but its the price you pay.
As for ethinc, or patriotic pride in being Puerto Rican; look at Texans. Noone has to give up their cultural identity. I’ll get off my soapbox now.

Of course the answer is – as noted – that he is doing no such thing: the stripe count differs, and as in so many other areas of the world around us, differences *matter*, especially in symbols of mass group identity such as flags. Words too, but that’s a whole bunch of other threads… ;-}
But “pretty” amusing? For me, at least, a mandatory criteria for that rating when evaluating funny questions about the real world is that they match that reality in their central theme. When the premise is built upon a glaring falsehood, it becomes a fictional story, and the evaluation criteria shift accordingly. Under those rules, it potentially could be pretty amusing, but there’s a heckuva lot of backstory I’d need about that world where symbols of identity are thought of generally as freely mutable (since only that mindset allows the question’s premise to stand). It could be a rollicking good funny story, too, but no, it’s not there yet.
See, the question makes me, instead, wonder if they noticed the similarities during the design process and took pains to ensure they weren’t identical?
It did make me go “heh” out loud, though, so there’s that. And it generated some “really” amusing comments, along with the obligatory rags on the new costume design(er) and current creative/editorial/management teams, so double bonus there.
That costume, though…I mean, it’s purty and shiny and noble when posing, but if that whole front doesn’t bend like cloth any sort of acrobatics are flatly impossible. He couldn’t successfully land from a head-first dive without breaking something, for creesus’ sake! And Cap tends to jump/dive/throw himself at people, IIRC…

I’m not sold on the overall design as yet, but I’ll withhold finalizing my opinion until I see the costume in action.
mpanzera, maybe you should read a few more comics. Here are a few off the top of my head:
Punisher (most obvious)
Deadpool
Maverick
Solo
And thats just a few from Marvel, the list gets more extensive if you add other companies to the mix. If you say that these guys have other powers I’ll respond that being in shape to be at “peak human performance” is a pretty nifty power in itself, and that shield of his does a pretty good impersonation of near invulnerability.
Why shouldn’t Captain America have a firearm? He is after all a “Super Soldier” and soldiers carry firearms. Always seemed kind of silly to call him a super soldier and then he never carried a firearm of any sort.
“But Captain America is above that!” While Cap has always been somewhat MacGuyver-seque in how he deals with certain problems (as are most soldiers) sometimes a firearm is the appropriate tool for the job at hand. Besides, I would figure that any Captain America would understand the APPROPRIATE use of firearms.

let me take a moment to educate the masses – 1) if you look closely @ the Puerto Rican flag, notice that the star only points up when it’s held/waved horizontally…
3) Puerto Rico isn;ta 3) there are only 5 stripes – 3 red and 2 white, the uniform has 4 white and 3 red…. 4) the biggest change on the uniform is the US Agent-esque look that has been adopted for his new series – the flag design has always been the same!!! 4) the last time i checked, he was a superSOLDIER – SOLDIERS CARRY GUNS!!!!!! i don’t really know who was STUPID enough to make this such a big deal, but seriously?!?!?!?!?

The layout of the torso is nearly identical to his old costume. Blue on the upper part, vertical white and red strips on the lower part. There was no problem with his previous costume…

It is fairly similar, except the one notable change – the blue triangle going down the middle of the red stripe – makes it look similar to the Puerto Rican flag.
The old costume did not have the blue triangle going down the middle of the red stripe, so it did not evoke the Puerto Rican flag.

re: the stripes:
Aren’t there three red stripes on both NuCap’s chest and on the PR flag? The white stripes on each side could just be a framing device, to let the red stand out more than against the blue/black…
…or it could be reference to Jack and Meg. Whee!

Last time I check America doesn’t stand for just USA, nor the term of one being American means a USA citizen. For all the ignorants here, America is the whole Continent in which not USA is located but also P.R., Chile, Argentina,ect. So why can’t Capt. American wear the P.R. flag?

Also the term latin american & hispanic being a race apart from the white is some nonsense tag given by the fu**ing fatass and ignorants northern Americans (excluding Canadians. Just because our speaking languages derived from the LATIN doesn’t mean that we are a different race. Since the race White belongs to all those who inhabite the American Continent(North, Central ans South) and most europeans.
Is just that the Usa didn’t found a original demonym for themselves so they try to use the term American as if they were the only ones. What a pity they are, northern american.

He proabably got that uniform from a souvernir shop in P.R. He might have had to much Don Q rum with Tony Stark (Iron Man) and Tony Stark said hey I got you a new uniform. Cap was so drunk he did not notice and went out to save the world with a Captain Puerto Rico uniform on. Tony pulled a fast one on Cap. If cap was in the real world he would ware a U.S Army uniform. Alex Ross is a shitty uniform designer. Cap needs a better uniform.
