I'm torn on the covert operative game. My vote would be for Nemesis, but I think he's been dumbed down a bit lately and used for comic relief in Wonder Woman, which casts a bit of a pall. Oracle isn't an operative, exactly. She's more of a director, but probably the best ops director in the DCU. The Unknown Soldier is a pretty good choice. So is Mademoiselle Marie.
