Alex Schomberg’s covers are always that busy. Pick one at random.
Excuse me, a quick trip to the Grand Comics Database tells me that should be “Schomburg”.

A busier cover would be Crisis on Infinite Earths #12!
That guy who stole the shark’s TNT is in for a world of hurt.
Wow, they don’t make Swastika-brand TNT anymore, do they?
And this was when the Captain America series really started to fling the shark.
Wow, the incredibly rare ray-finned shark, a taxonomists nightmare!
I can’t think of any off-hand, but surely George Perez must have drawn a cover this busy at some point, right?
Aarrghh! I left the apostrophe out of ‘Taxonomist’s’. I usually catch those mistakes.
